RSPCA Deploys BEA Technology to Enhance Animal Welfare

Service-Oriented Architecture and Business Process Management based on BEA technologies underpin innovative solutions which will help transform the UK charity

LONDON—Feb 13, 2008—BEA Systems, Inc. (NASDAQ: BEAS) a world leader in enterprise infrastructure software, today announced that The Royal Society for the Prevention of Cruelty to Animals (RSPCA) will be using BEA technology to roll-out a series of innovative solutions aimed at enhancing animal welfare.  The UK-based charity is implementing a Service-Oriented Architecture (SOA) and Business Process Management (BPM) based on BEA WebLogic® Server 10, BEA AquaLogic® BPM and BEA AquaLogic® Service Bus.  This open, service-centric environment will enable the RSPCA to be more responsive in terms of combating animal cruelty, help reduce the harmful impact of human activities on animals, and manage innovative and effective fund-raising activities.

“At a strategic level, our Service-Oriented Architecture will deliver agility, efficiency, and organizational transparency,” says Billie Laidlaw, Technical Strategy Manager, RSPCA.  “Comprehensive system integration will provide the RSPCA with a single view of animals and supporters, faster and more agile service delivery, and improved data clarity and accuracy.  Overall, it will play a crucial role in helping the RSPCA thrive as a charity and support the welfare of animals throughout the UK.”

The RSPCA's vision is to work for a world in which all humans respect and live in harmony with all other members of the animal kingdom.  The charity receives no lottery or state aid and its $164 million annual running costs are funded exclusively by voluntary donations and legacies. 

The SOA can enable the RSPCA to align effectively its current IT systems with organisational goals and create compatibility across disparate information sources and applications.  In tandem, BPM will enable the RSPCA to create closed-loop business processes.  By introducing service-enabled business processes, the RSPCA will be poised to implement innovative processes and proactively improve performance across key areas of the charity. 

The first initiative being built on the BEA technology is ‘RSPCA Online’.  This e-Commerce platform is designed to simultaneously enhance animal welfare through improved online services and deliver process efficiencies.
RSPCA Online will facilitate a single and comprehensive view of supporters and their activities, through integration with existing legacy systems. This will enable the RSPCA to target fund-raising more effectively, lobby Parliament for improved animal care legislation, and enhance the sharing of animal welfare research and information.

The second initiative is an Animal Welfare (AWD) portal which—among many services—will provide a unified view of the stray, unwanted, or otherwise neglected animals residing in the nationwide RSPCA network.  The portal will also allow the RSPCA to allocate animals more effectively to interested individuals, with pet-owners being able to browse the system to review the current selection of animals at any one of the RSPCA locations.

The third initiative is to enhance and maximise benefits of the Mobile Data solution. This provides up to 500 RSPCA Inspectors and Animal Collection Officers with access to real-time information concerning allegations of animal cruelty, and other animal welfare information.
